The platform connects investors, fund managers, and venture companies into a single entity, supporting everything from investment announcements and funding proposals to accessing IR information and post-investment management. Access is limited to professional institutional investors, and the platform's functions are planned to be enhanced following a pilot operation period of approximately three months.
The Financial Supervisory Service and Naver Pay officially launched 'Npay Startup,' a venture capital investment platform connecting securities firms, venture capital (VC) firms, new technology business finance companies, and small and medium-sized venture companies, on the 7th.

Jointly promoted by FSS, Ministry of SMEs and Startups, and Naver Pay… Launch ceremony held at Naver 1784

Naver Pay held a launch ceremony for its venture capital investment platform at Naver 1784 in Seongnam, Gyeonggi Province on the 7th and began pilot operations. The event was attended by Lee Chan-jin, Governor of the Financial Supervisory Service, Park Sang-jin, CEO of Naver Pay, as well as the leadership of the Korea Financial Investment Association, the Korea Credit Finance Association, the Korea Venture Capital Association, and the Korea Venture Business Association. This platform was established in response to industry demands regarding the difficulties faced by comprehensive financial investment firms and others with venture capital supply obligations in identifying investment targets. Naver Pay is responsible for the platform's construction and operation, while Codebox, which has been operating a standardized service for startup investment information, is collaborating on the initiative.

Streamlining everything from investment announcements to AI-based IR summaries and post-investment management

The platform provides customized features for each participating entity. Contributors, such as securities firms, can search for and view company profiles, investment terms, and exit plans, and utilize AI summary functions. After investing, they can check the fund's real-time investment status or request bulk business reports from portfolio companies. Venture capital firms (VCs) and new technology business finance companies can register standardized funding proposals in accordance with the contributors' General Partner (GP) recruitment announcements and receive notifications regarding IR information from venture companies that meet their criteria. When a venture company registers IR materials, the AI analyzes key information to automatically generate a company page, and the company information is displayed in Naver portal searches. However, access is limited to professional institutional investors with their own investment screening capabilities, and individual investors cannot use the service.

3-Month Pilot Operation… Participation of Initial Funders is Key to Success

Lee Chan-jin, Governor of the Financial Supervisory Service (FSS), stated, "It is crucial to enhance the efficiency of fund supply and demand by resolving information asymmetry between fund providers and borrowers in the venture capital market," adding that "active participation from fund providers in the early stages of launch is paramount for the success of a platform." CEO Park Sang-jin remarked, "Naver was also able to grow from a venture company to its current state because there were investors who believed in our innovation and potential." Naver Pay plans to establish a data consistency verification system with relevant agencies and expand participating institutions during a pilot operation period of approximately three months. The FSS and the Ministry of SMEs and Startups also intend to continue supporting institutional improvements and infrastructure development.
For the first time, a public-private collaborative information infrastructure has emerged in the domestic venture investment market, which has relied on personal networks and non-standard data. Given that the entire venture capital value chain—from investment to management to fundraising—is integrated into a single platform, the substantial participation of fund providers during the pilot operation period is expected to serve as a touchstone for the ecosystem's establishment.

IR materials become 'searchable assets' — when a startup uploads an IR deck, AI automatically generates a company page and exposes it to Naver search. In other words, the quality of the IR materials determines deal sourcing exposure. The demand for deck consulting can expand from "for investor meetings" to "standard IR for platform registration."
Possibility that standardized proposal and announcement forms will become the de facto industry standard — Since the platform is being promoted by the Financial Supervisory Service, securities firms will fill the initial volume, and once the format becomes established, it is highly likely to become the industry standard.
